Since you apparently slept through the Revolutionary War portion of American history, here's what "no taxation without representation" means: It means getting taxed without having anyone represent your interests.
In Colonial times, the phrase referred to residents of the British Colonies being taxed without having any members of the Colonies seated on British Parliament. Since every resident of Hennepin County is represented by one of the commissioners, you are incorrect in claiming that you are being taxed without representation, especially since there are members of the Hennepin County Commission that oppose the sales tax. They just happen to be in the minority.
No wonder nobody takes you seriously. At the rate you're going with your lame petition, it'll only take you about 200 years to reach your goal. Good luck with that!
